Wind chill is how cold the air feels on exposed skin once wind is taken into account. Moving air strips away the thin warm layer your body maintains, so a 20°F day with a stiff wind can feel well below zero and bring on frostbite far faster.
This calculator uses the official National Weather Service wind chill formula (revised 2001), valid at temperatures of 50°F or below and wind speeds above 3 mph, and flags how quickly frostbite can set in.

The “feels-like” temperature in cold weather — how cold exposed skin feels once the wind is accounted for.
The NWS formula is used at 50°F or colder with wind above 3 mph. In warmer or calm conditions there’s no meaningful wind chill.
At a wind chill near −35°F frostbite can occur within 10 minutes; near −60°F, in about 5 minutes.
