Character count is what most limits are measured in — a tweet is 280 characters, an SMS segment is 160, a meta description about 160, and many forms cap bios and headlines by character. This tool counts every character live as you type, including and excluding spaces, so you can trim to fit.
It also flags how many characters you have left for a Twitter/X post and how many 160-character segments a text message would take, since longer texts are billed as multiple segments.
